THE ROLE OF THE BEKASI CITY SOCIAL SERVICE IN EMPOWERING PEOPLE WITH DISABILITIES

In this observation the researcher attempted to analyze the role of the Social Service in empowering persons with disabilities in Bekasi City. This is done to be able to see how far the Social Services Department is in developing programs for persons with disabilities in Bekasi City, because so far researchers have seen a lack of socialization related to empowerment programs for persons with disabilities. This is what causes the researcher to try to find information related to this matter. In this study using a descriptive qualitative method to be able to describe the situation in the field according to the actual situation. In this study using the theory of Biddle and Thomas with 5 indicators, namely expectations, norms, performance, evaluation, and sanctions. The reason researchers use these methods and theories is to find out information related to this research so that it is more comprehensive. Apart from that, this research also found that there is still no empowerment program made by the Social Service for persons with disabilities in Bekasi City, in this case the reason why this can happen is due to the lack of budget owned by the Social Service. In addition, of course, better planning is still needed to encourage the empowerment program owned by the Social Service. Regarding the empowerment carried out for persons with disabilities in Bekasi City, it is known that it is mostly carried out by the Community of persons with disabilities in Bekasi City, one of which is carried out by the Indonesian Association of Women with Disabilities (HWDI).
