Abstract
INOVASI PELAYANAN PUBLIK BERBASIS ELECRONIC- GOVERNMENT (STUDI LAYANAN SI GERCEP DINAS PEMADAM KEBAKARAN DAN PENYELAMATAN KOTA BEKASI)

Kebutuhan E-government dalam sebagai inovasi penanggulangan bencana kebakaran perlu diterapkan serta dikembangkan.Sepanjang 2021, dengan 5.274 kasus di antaranya diakibatkan oleh arus pendek aliran listrik. Beberapa Pemerintah Daerah telah mengarahkan Dinas Pemadam Kebakaran atau Damkarnya masing- masing untuk membuatlayanan berbasis E-Government dengan membuat aplikasi pelayanan digital. Hal ini juga serupa dengan Dinas Pemadam Kebakaran dan Penyelamatan Kota Bekasi yang telah membuat layanan aplikasi berbasis digital bernama SI-Gercep. Penelitian ini hendak meneliti tentang inovasi SI-Gercep tehadap persepsi Pelayanan Publik Dinas Pemadam Kebakaran dan Penyelamatan Kota Bekasi. Teori penelitian ini menggunakan teori Rogers (1995) yang dikenal teori atribusi Inovasi yaitu Keuntungan relatif (relative advantage), Kesesuaian (Compatibility), Kerumitan (Complexity), Kemungkinan dicoba (triablitiy), Pengamatan (observability) dan Peraturan Presiden No. 95 tahun 2018. Penelitian ini merupakan penelitian deskriptif kualitatif dengan paradigma konstruktivis. Desan penelitian menggunakan studi kasus dengan wawancara dan observasi serta dokumentasi. Hasil penelitian menunjukan bahwa Aplikasi ini belum dapat dilakukan analisa Inovasi dan penlaian E-Government karena belum dapat dgunakan publik. Ksempulan dari peneliran ini, Aplikasi tersebut sejauh ini masih dalam tahap pengembangan. Kesimpulan dari penelitian ini, Aplikasi SI-Gercep belum dapat menghasilkan pelayanan publik inovatif karena masih tahap pengembangan dan belum digunakan masyarakat.

Abstract
The need for e-government as an innovation in fire disaster management needs to be implemented and developed. Throughout 2021, 5,274 cases were caused by short circuits in electricity. Several Regional Governments have directed their respective Fire Services or Damkars to create E-Government-based services by creating digital service applications. This is also similar to the Bekasi City Fire and Rescue Service which has created a digital-based application service called SI-Gercep. This research aims to examine the innovation of SI-Gercep on the perception of the Public Service of the Bekasi City Fire and Rescue Service. The theory of this research uses the theory of Rogers (1995) which is known as the Attribution of Innovation theory, namely relative advantage, compatibility, complexity, trialability, observability and Presidential Regulation No. 95 of 2018 This research is a qualitative descriptive study with a constructivism paradigm. The research village uses case studies with interviews and observation as well as documentation. The results of the study show that this application cannot be analyzed for innovation and evaluation of E-Government because it cannot be used by the public. The conclusion from this research is that the application is still in the development stage so far. The conclusion from this study is that the SI-Gercep application has not been able to produce innovative public services because it is still in the development stage and has not been used by the community.
