ABSTRAK
Kinerja merupakan hasil kerja yang secara kualitas dan kuantitas dapat di capai, oleh sebab itu
Dinas Sosial melakukan kinerja yang efektif dan efisien dalam melaksanakan pembinaan
yayasan penyandnag disabilitas dengan tugas pokok dan fungsi Dinas Sosial Kabupaten
Bekasi, sesuai dengan tanggung jawab yang diberikan atau dibebankan kepadanya. Kinerja
yang dimaksud adalah kinerja Seksi Rehabilitasi Dinas Sosial daalam pembinaan yayasan
penyandnag disabilitas di Kabupaten Bekasi. pada kenyataannya pembinaan yaysan
penyandnag disabilita tersebut masih memerlukan banyak perhatian dan perbaukan. Tujuan
peneloitian ini yaitu mendeskripsikan dan menganalisis Kinerja Seksi Rehabilitasi Dinas Sosial
dalam pembinaan yayasan penyandnag disabilitas serta mengidentifikasi penghambatan dan
Upaya daalam mengatasi hambatan kinerja seksi rehabilitasi Dinas Sosial dalam pembinaan
yayasan penyandang disabilitas. metode penelitian ini yaitu kualitatif, dengan pendekatan
deskriftif analisis, penelitian ini menggunakan teori Kumorotomo dalam Pasolong (2010:180)
menyatakan bahwa ada 4 variabel yang mempengaruhi kinerja seksi rehabilitasi dinas sosial,
yakni efisiensi, efektivitas, keadilan dan daya tanggap. Dari hasil penelitian ini dapat
disimpulkan bahwa kinerja seksi rehabilitasi Dinas Sosial dalam pembinaan yayasan
penyannag disabilitas di kabupaten Bekasi secara keseluruhan sudah dikatakan baik namun
belum optimal. Masih terdapat bangunan yang belum atau kurang ramah bagi para penyandnag
diabilitas seperti akses masuk Gedung Dinas Sosial yang belum ramah bagi penyandang
disabilitas. proses pengajuan bantuan pendanaan yang lama dan terbatas pada saat mengajukan
pendanaan memerlukan waktu yang cukup lama dan bantuan pendanaan yang turun sangat
terbatas. Hal ini menjadi kendala dalam pembinaan yayasan penyandang disabilitas di
kabupaten Bekasi sehingga menyebabkan kinerja belum optimal.

ABSTRAC
Performance is the result of work that can be achieved in terms of quality and quantity,
therefore the Social Service carries out effective and efficient performance in implementing
the development of foundations for people with disabilities with the main tasks and functions
of the Bekasi Regency Social Service, in accordance with the responsibilities given or assigned
to it. The performance in question is the performance of the Rehabilitation Section of the Social
Service in developing foundations for people with disabilities in Bekasi Regency. In reality,
the development of foundations for people with disabilities still requires a lot of attention and
improvement. The purpose of this study is to describe and analyze the Performance of the
Rehabilitation Section of the Social Service in developing foundations for people with
disabilities and to identify obstacles and efforts to overcome obstacles to the performance of
the rehabilitation section of the Social Service in developing foundations for people with
disabilities. This research method is qualitative, with a descriptive analysis approach, this study
uses Kumorotomo's theory in Pasolong (2010: 180) stating that there are 4 variables that affect
the performance of the rehabilitation section of the social service, namely efficiency,
effectiveness, justice and responsiveness. From the results of this study, it can be concluded
that the performance of the rehabilitation section of the Social Service in fostering foundations
for people with disabilities in Bekasi Regency as a whole has been said to be good but not
optimal. There are still buildings that are not or are less friendly to people with disabilities,
such as access to the Social Service Building which is not friendly to people with disabilities.
the long and limited process of submitting funding assistance when applying for funding takes
a long time and the funding assistance that comes down is very limited. This is an obstacle in
fostering foundations for people with disabilities in Bekasi Regency, causing performance to
not be optimal.
