IMPLEMENTATION OF THE POLICY OF THE SCHOOL DROPOUT PREVENTION PROGRAM (PAPS) FOR EQUAL ACCESS TO EDUCATION IN BEKASI CITY

This study analyzes the implementation of the School Dropout Prevention Program (PAPS) in Bekasi City, focusing on policy design, implementation reviewed from substance and context, and policy termination dynamics.
Using a descriptive qualitative approach, data were collected through in-depth interviews with 15 informants, field observations, and documentation. Data analysis used the Miles and Huberman interactive model with the Grindle (content and context), Edward III, and Mazmanian & Sabatier implementation frameworks.
The findings reveal that PAPS design was theoretically sound but weak in resource planning and conflict of interest management. Implementation successfully increased educational access but sacrificed private schools losing 42.7%-50% of students. Inhibiting factors included resource limitations, late socialization, inaccurate targeting, and private school resistance through FKSS/BMPS leading to lawsuits. Organized private school resistance became the dominant factor in PAPS termination in March 2026, which was transitioned to new affirmative schemes.
PAPS succeeded from the beneficiary perspective but failed from policy management perspective due to inadequate conflict of interest management. The study recommends inclusive affirmative schemes involving the private sector from the start, resource adequacy, data accuracy (DTKS), equal subsidies, and regular evaluation. Affirmative policies must involve all stakeholders as equal partners to create sustainable and equitable educational access.
