Abstract
Regional Head Elections (Pilkada) take place every 5 years, are a political agenda
in the election of Governors, Regents, Mayors, Pilkada is a way to determine leaders.
However, in a number of regions during the election did not run safely due to
problems with inaccurate data on the determination of the voter list. So the KPU
Strategy stipulated in the General Election Commission Regulation (PKPU) No. 7 of
2024 states that the data matching system through the E-Coklit service-based
Pantarlih facilitates data matching information. So that the E-Coklit service becomes
a digital-based tool to support the implementation of regional head elections, This
study aims to analyze the strategy, Effectiveness & Perception in Updating Voter
Data through Pantarlih based on E-Coklit Services by the General Election
Commission in the Implementation of the 2024 Pilkada. The method used is
qualitative through the constructivism paradigm, while data acquisition is through
in-depth interviews and observations with informant research based on purposive
sampling. The analysis technique is data collection, data reduction, data presentation
and drawing conclusions. The results of this study indicate that the General Election
Commissions voter data updating strategy is based on the implementation of
digitalization of e-coklit-based programs through data integration with the
population administration information system (SIAK) together with the Department
of Population and Civil Registry institution and assisting in recording E-KTP. The
use of e-coklit services is quite effective, but there are still obstacles, one of which is
the server being down, which hampers the work time of officers. Some people are
interested in participating as additional work that generates additional income, so
that the e-coklit-based Voter Data Updating Process provides opportunities and
opportunities for the younger generation who want to go directly to the community,
and become a pantarlih to create socialization for many residents and as a
benchmark for the implementation of the upcoming general election and regional
head elections.
