Abstract

Economic activities such as distribution of goods and basic materials, community activities
going back and forth, and other important activities will run smoothly if roads are available
as supporting infrastructure. Especially on the Ir. H. Juanda, Bekasi City, which has built
an underpass as an effort to improve road services and mobility. To find out the comparison
of performance on the Ir. H. Juanda, after the Bulak Kapal underpass was established,
research was carried out using the 2023 Indonesian Road Capacity Guide (PKJI). The
performance of the Jalan Ir. H. Juanda, after the Bulak Kapal underpass was built,
experienced an increase in the DS value, namely 0.76 to 0.8 LOS categories D for the
Bekasi direction, and 0.57 to 0.6 LOS categories C for the Cikarang direction. Road
service and functionality according to PKJI 2023 is said to be bad if the DS value is ≥ 0.85,
the Jalan Ir. H. Juanda, after the Bulak underpass was built, the ship was still considered
capable because the DS value was not ≥ 0.85. The vehicle travel speed towards Bekasi
(West) in 2020 was 23.5 km/hour, increasing to 35 km/hour in 2024 and the travel speed
towards Cikarang (East) from 21.5 km/hour in 2020 increased to 39 km/hour in 2024, but
this speed does not comply with the RSNI T-14 2004 which should be the standard speed
for urban roads of 50 – 80 km/hour.
