Abstract
In policy implementation, namely the stages of direction taken by the government whether it
is applicable in the field and produces planned outputs and outcomes, the problem of
unemployment is one of the problems that often arises in the development process. Increased
unemployment can become an obstacle to the course of development and has the potential
to cause problems in the social and economic fields. The policies taken to suppress
unemployment by issuing pre-employment cards regulated by Presidential Decree Number
36 of 2020. Referring to the problem there are still pre-employment card recipients who are
not on target. This study aims to analyze the implementation of the pre-employment card
policy to prevent unemployment and to analyze public perceptions of pre-employment cards.
Qualitative research methods with data collection techniques used are observation, in-depth
interviews with a number of informants, literature study, and documentation. The research
design is a case study. Data processing and analysis techniques consist of three stages,
namely data reduction, data presentation, and drawing conclusions. The results of research
on pre-employment card interviews have not fully helped overcome in bridging the
opportunity to get a job. The effect of the pre-employment program on unemployment
prevention is relatively not very effective in overcoming unemployment because based on the
results of interviews it is stated that 2 respondents still have not been assisted in getting a job
and 1 respondent is already working.
