Abstract

Health is one of the important factors needed by all humans in carrying out their
activities, because without good health, we cannot all carry out activities
properly. Because health is so important, it is only natural that the government
should actively participate in ensuring that all people receive proper health
services. Health is important because people need it to fulfill their lives. Bekasi
City is one of the cities that cares about the importance of health. Therefore, the
Municipal Government of Bekasi implemented the Jamkesda program to
guarantee public health. The purpose of this study was to find out how the
Implementation of the Regional Health Insurance Program in Bekasi City Public
Health Services and what are the factors and constraints on the implementation of
the Jamkesda program in public health services in Bekasi City. This study uses a
qualitative descriptive research method. The data sources used are from journal
articles and document studies and deep interview. The document study used refers
to Perwal No 146 of 2019 concerning Health Services for the Community. Data
were analyzed with a qualitative approach. Based on the data analysis conducted,
it was concluded that the Jamkesda program in Bekasi City had not been fully
implemented.
