Abstract
Cases of child violence are still a serious problem in Indonesia. In an effort
to maximize child protection, the Indonesian Government, through the Ministry of
Women's Empowerment and Child Protection, is implementing the Child Friendly
City (KLA) program. According to PPPA Ministerial Regulation Number 12 of
2022, KLA is a district or city that has a development system based on fulfilling
children's rights with a combination of responsibilities and resources of the
government, business world and society. There are 5 KLA clusters that must be
fulfilled, namely civil rights and freedoms, family environment and alternative care,
basic health and welfare, education, use of free time and cultural activities, and
special protection. Bekasi City became one of the cities committed to implementing
the KLA on May 8 2013. This research focuses on the role of the Bekasi City
DPPPA in fulfilling the KLA in Bekasi City. The theory used is role theory using
Soerjono Soekanto's theory. The method used is qualitative with a case study
research design, data collection techniques using in-depth interview techniques,
observation and literature study. The research results illustrate that the role of the
Bekasi City DPPPA in fulfilling the KLA is not yet optimal because there were
problems during the KLA assessment evaluation, where there was still a lack of
data from the OPDs of the KLA Task Force Team in implementing the program.
The active role of the Bekasi City DPPPA in fulfilling the KLA in Bekasi City is as
a central management and coordinating agency that accommodates or collects data
from related agencies regarding the development of the KLA in Bekasi City. The
participatory role in implementing the KLA consists of several stakeholders, namely
the Business World, Community Institutions, related OPDs and others. In a passive
role there is the role of the Children's Forum. In implementing KLA compliance in
Bekasi City, there are still several obstacles, namely cases of violence against
children, the rise of cigarette advertising, lack of communication between the
Bekasi City DPPPA and the KLA Task Force Team.
